Admission and Registration Requirements a) To apply for the doctoral program, candidates must hold a thesis-based master's degree. b) Applicants applying to graduate programs must have a score higher than the equivalent score announced by the Higher Education Council from the ALES verbal score type or an exam recognized as equivalent to the ALES Verbal score type by the Inter-University Council. c) Applicants must have a minimum score of 55 on the YDS/ÜDS or an equivalent score on an exam recognized as equivalent by the Interuniversity Board. d) The University Senate may raise the minimum scores when necessary. f) In the evaluation for admission to doctoral programs, 50% of the ALES score, 30% of the undergraduate GPA, and 20% of the interview result are taken into account. Candidates who do not attend the interview are considered unsuccessful. This total must be at least 65. Candidates above this minimum score are ranked from the highest score and placed in the relevant programs according to the announced quotas. In case of a tie, the candidate with the higher ALES score is preferred.
Rules Regarding the Recognition of Prior Learning (formal, informal, non-formal) (1) The conditions for admission to graduate programs through lateral transfer are as follows: a) To have successfully completed at least one semester in another institute's department or field of study within the same university or high technology institute, or in another higher education institution's graduate program. b) To meet the university's graduate program admission requirements. c) The grade point average must be at least 70 for thesis-based and non-thesis-based master's degrees, and at least 80 for doctorates and master's degrees in arts. (2) Horizontal transfers are made between equivalent domestic graduate programs and foreign graduate programs recognized by the Higher Education Council. At the end of each semester, the relevant department/division informs the directorate of the number of transfer students they can accept in the following semester. The quotas are discussed by the institute council and submitted to the Rectorate. (3) Candidates submit their transfer applications to the relevant institute directorate within the application period specified in the announcement, along with the required documents. (4) Applicants are evaluated and ranked by the relevant department based on their grade point average in the courses taken in their undergraduate program and the number of graduate credits earned in the master's or doctoral program to which they are applying for transfer. This ranking is finalized by the institute's administrative board. (5) The courses that the student will take and be exempted from during the adaptation process are determined by the proposal of the department chair and the decision of the institute's administrative board.
Eligibility Requirements and Rules (1) The duration for completing the doctoral program is eight semesters. This period may be extended by four semesters to a maximum of 12 semesters. Students who fail to fulfill their obligations within this period may register to continue their studies on the condition that they pay the contribution fee or tuition fee stipulated for the relevant semester. In this case, their student status continues without benefiting from other rights granted to students, except for participating in courses and exams and preparing a thesis. (2) The maximum period for successfully completing at least 24 credits and 60 ECTS course load, with no fewer than 7 courses, at least 120 ECTS thesis work, and at least one seminar for the doctoral program is four semesters. (3) Students who have successfully completed their credit courses, passed the qualifying exam, and had their thesis proposal accepted, but who are unable to take the thesis exam because they have not completed their thesis work within six years, shall be granted new periods of at least six months each to defend their thesis before the jury. (4) Those who do not successfully complete their credit courses within this period and those who cannot complete their thesis work within the maximum period may register to continue their studies, provided they pay the student contribution fee or tuition fees for the relevant semester, in accordance with the conditions specified in Article 46 of Law No. 2547. In this case, their student status continues without benefiting from other rights granted to students, except for participation in courses and exams and thesis preparation.

Transition to Higher Degree Programs Graduates who successfully complete the doctoral program can apply for academic positions at higher education institutions in the same or similar fields, either domestically or abroad, or for specialist positions at research centers in public institutions.
Exams, Measurement, and Evaluation Students must obtain a minimum overall average of 60 in the midterm, final, and other assessments administered by the instructor for the course they are taking. Otherwise, they will fail that course.
Graduation Requirements Students who successfully complete the program will be awarded a doctoral degree, provided they meet all the requirements of the regulations and other conditions.
